The Housing Authority of the City of Goldsboro (HACG) continues to move forward with the Fairview redevelopment and relocation process as part of ongoing efforts to improve housing opportunities for residents and address aging infrastructure within the community.

At this time, 183 units at Fairview have been approved for demolition. Nearly all of these units have already been vacated, with 29 families currently remaining in the relocation process. HACG staff continues working closely with affected residents to provide support and assistance throughout this transition.

There have been past discussions regarding the possible demolition of the 50 units located on Claiborne Avenue. At this time, those units are not included in demolition plans and will remain in place.

However, the Fairview property management office was originally expected to be included within the earlier demolition application process. HACG is now requesting approval from HUD for demolition of the current property management building as part of the overall redevelopment efforts.

As these changes move forward, HACG is in the process of relocating staff to other locations. Residents will be notified once property management operations officially transition to the Fairview Community Center.

While renovations to the existing Fairview units were explored, those renovations are no longer considered feasible. HACG is now in the early planning and brainstorming stages for future redevelopment and new construction opportunities on the site. Additional updates will be shared with residents and the community as planning progresses.

HUD is also expected to provide Tenant Protection Vouchers (TPVs), also known as tenant replacement vouchers, for some residents impacted by relocation. HACG is currently awaiting confirmation regarding the number of vouchers that will be issued and will share additional information once details are finalized.

Questions About Relocation

How soon do I have to move?

Residents on Fairview Circle and Edgerton Street have already been moved. All other Fairview residents were given a 120-day notice on November 19, 2025. HACG will begin offering families unit transfers immediately.

Do I have to move?

Yes. Everyone must move permanently because of the demolition. These moves are required under HACG's relocation policy. Your move will be a priority over new applicants.

The Relocation Specialist will meet with each family individually and help you find a home that meets your family's needs within one of HACG's properties. If possible, HACG will offer you a home within one of your top three property choices.

Can I move somewhere other than public housing?

Yes. You do not have to stay in public housing. If you choose to leave, you must find your own housing. HACG will still assist with moving costs no matter where you move.

Will HACG pay for my moving costs?

Yes. HACG will provide:

  • $100 for the head of household to help with small expenses
  • Reimbursement for reconnecting landline phones, internet, and cable TV if the services were in the head of household's name or another adult listed on the lease

Will HACG pay for moving my belongings?

Yes. HACG will hire movers to:

  • Provide boxes and help pack your belongings
  • Move your belongings to your new home

Movers will not unpack your belongings. If your home does not pass a housekeeping inspection, movers may refuse to move you. You may choose to pack and move yourself, but additional money will not be provided.
