2022-2023

Strategy/Capital Fund:

  • Completion of construction phase for Park Court which includes LEED Certification.
  • Preparation of Environmental Reviews for AMP1, AMP2, AMP3, AMP4. Completion of Environmental Review for West Haven.
  • Awaiting SAC HUD Approval of West Haven Demolition Application. Continuing to wait for Elmwood Demolition Application approval (pending Environmental Review Completion of which Environmental Reports have designated Elmwood as Historical Property)
  • Preparation of re-submission of Fairview Demolition application for building on Fairview Circle with updated TDC Renovation estimates pending Environmental Review Completion of which Environmental Reports have designated Fairview as Historical Property.
  • Electrical Upgrades have been completed in Fairview Apartments.
  • Smoke/CO Detector installations are under contract and in progress. Plug-in CO detectors have been installed in all units in all AMPs.
  • Phase I - HVAC installations have been completed in 60 apartments in Elmwood.
  • Phase II - HVAC installations - In the process of sending out Request for Proposals for these installations.
  • Planning and Design for Renovations at Fairview Apartments to be completed in Phases.
  • Demolition of 615 Sherard Court is complete.
  • Purchase of 112 Oleander Avenue to replace 615 Sherard Court.
  • Design and solicitation for Construction for Renovations at 112 Oleander Avenue.

 

Resident Services:

  • Awarded for a 3rd time the ROSS Grant for 2023-2026 ($234,235)
  • Partnered with Legacy Institute to provide Natural Hair Care Course for eligible residents
  • Delivered food boxes to senior residents the 2nd Tuesday of each month
  • 1 Residents Named Wayne Middle/High Academy Volunteer of the Year
  • Conducted successful Homeownership Workshop with Partners: First Citizen's Bank and Bank on Wayne
  • A + Driving School facilitated Basic Driving Class for HACG and the community, 1 resident fully licensed, 1 community participant fully licensed
  • Awarded Book Rich Environment Grant, received over 4/5K books
  • 2023 Campaign for Grade-Level Reading Public Housing Communities Honor Roll
  • Partnered with OIC and introduced the SOAR Program to HACG residents
  • 2022 Choice Neighborhoods Planning Grant Awarded ($500,000)

  • Received donation of about 50 + brand new back packs from local City of Goldsboro Church and donated North Drive Elementary.

  • Resident Services Dept. attended NC/SC Resident Services/Property Managers Retreat

HR:

  • Open enrollment was a success - 90/10 Health Insurance Plan
  • Increased level of Dental coverage
  • Increased HRA benefit amount

  • Salary Survey completed
  • Designated October as Benefit Month
  • Hosted weekly benefit events leading up to the Benefit Fair: Safety Boot Truck, on site Flu Shot Clinic, 401K Lunch and Learn
  • Held 1st annual Employee Benefit Fair - Employees interacted with JRW (HACG's benefit broker), AFLAC, Wayne Community College, Mt. Olive College, Meals on Wheels, Family Y, Blood Pressure Checks, HACG gear order, HACG Employee Assistance Program
  • Maintenance staff grilled hotdogs and hamburgers and everyone with a full passport entered in drawing for door prize
  • Encouraging Employee Engagement through Hospitality Committee:
    • Celebrate our HACG family with birthdays, baby shower, Mother's Day, Father's Day, Thanksgiving and Food Drive, ECAHRO meeting, Employee Evening Christmas Party and Valentine's Day Flowers for our Ladies. Currently working on Maintenance Appreciation Day and June Employee Picnic.
  • Added new employee volunteer opportunity through partnership with Meals on Wheels
  • Training for Managers - Dealing with Difficult People
  • Working with Wayne Co. DHHS to implement training for staff on how to assist those with mental illness
  • 6 New Hires - implemented new advertisement plan for increased exposure. Last advertisement - 61 applicants
  • Shred Day scheduled - estimated 20 containers
  • Lunch and Learn with Tim Bevin on NC 457 plan
  • Monthly Safety Committee meetings and safety talks / Quarterly Safety Trainings for all Maintenance Staff
  • Completed OSHA Checklist walkthrough with all AMPs - working thru list to address all items
  • "Filling the Bag" campaign underway- verifying beneficiary information for all life insurance and retirement benefits for all employees
  • Employee Engagement Survey Complete - Overall Increase of 21% from last survey
  • Planning underway for upcoming Leadership Training
  • Looking forward to a successful open enrollment

 

HCV:

  • Our regular voucher program, with an allocated 244 vouchers, maintained our leasing percentage based on funding at 98.11% as of date.
  • The VASH vouchers, in which we have an allocated amount of 27 vouchers, have a current leasing percentage based on funding of 100%.
  • The relationship between the HCV office and VASH coordinator continues to be strong. We are asking for additional vouchers to be allocated to us in the upcoming months.
  • The Mainstream voucher program, with an allocated 20 vouchers, had a leasing percentage based on funding of 107.03% to date.
  • There are 24 HCV participants enrolled in the FSS program. Of those 24, 13 participants have money in an escrow account.
  • SEMAP was completed for the period of July 1, 2021 through June 30, 2022. Our agency received an outstanding score of 103%!
  • We are 100% operational in Rent Café. All recertifications and interims are completed online. The next step is to do briefings through Rent Café.

 

Finance:

  • Worked with HUD to get $422,000 back in subsidy for 2022 due to JPEID added to rents in error
  • Accelerated month-end closings practically every month continues to facilitate increased
  • Executive Management and Board review time.
  • We continue to send out ACH letters with checks and have new vendors that sign up.
  • Some check runs are mostly ACH instead of checks and payroll related benefits are done ACH.
  • Audit for 2022 was very successful and am looking forward to another great audit this year.
  • Budgets for 23-24 are being prepared and will be presented to the Board in May for approval.
  • Total of all budgets will be over $12 million.
  • Flood zones changed again that put additional units in a flood zone that we obtained coverage for.
  • All insurance coverages were reviewed and adjusted for maximum coverage.
  • Continued training of grant coordinators on financial reports &LOCCS, including how they affect/tie to one another.
  • There have been major repairs to foundations, roofs, walls and floors at GEO properties
  • Six properties had updates done at vacancy to increase value in fixed assets

 

Maintenance/Property Management:

  • Maintained Occupancy Rate of 99%
  • Maintained turn around days at 17.6 days
  • Maintained Delinquency Rate of at a minimum of 99%
  • Maintained Accounts Receivable at during the Rent Moratorium 14.41%
  • Audit findings 0
  • Implemented the Yardi Rent Café Portal which enables residents to do recerts and report changes online and when payment processing is implemented they can pay rent online; applicants to apply, update their applications, and complete their intake certification online; and landlords can see their HAP payments, inspections and update EFT information.
