Position Summary:
The Chief Development and Construction Officer (CDCO) is a senior executive responsible for the strategic lifecycle management of the Housing Authority of the City of Goldsboro's real estate assets. This role bridges high-level strategic planning for new housing development with the daily operational oversight of maintaining existing properties to federal standards. The CDCO provides leadership within the capital improvements area of the housing authority, as well as general coordination with the Director of Asset Management and the Maintenance Superintendent. This position also directs redevelopment and modernization efforts, and ensures compliance with all HUD regulations, including the high-level administration of the Capital Fund Program (CFP), NSPIRE standards, and procurement requirements. This role is critical in ensuring the agency portfolio remains safe, compliant, and positioned for long-term sustainability and growth. Core Responsibilities:
Strategic Asset Management & Development
• Oversee redevelopment and modernization of the housing portfolio which may include acquisition, demolition, rehabilitation, renovations, new construction on residential, multifamily, and/or commercial properties.
• Familiarity and experience with multifamily funding streams and varied capital stacks.
• Lead the transition from design to construction for new developments and infrastructure improvements.
• Manage capital program administration and ensure all procurement processes comply with HUD requirements.
• Responsible for drafting project scopes and completing independent cost estimates.
• Responsible for reviewing and analyzing RFPs, RFQs, bid specifications, and architectural plans.
• Explore additional asset acquisition and investment opportunities.
Compliance & Financial Oversight
• Monitor performance indicators under the Public Housing Assessment System (PHAS) to ensure high-performing status.
• Prepare and manage annual department budgets and Five-Year Capital Plans.
• Enforce safety protocols and OSHA compliance across all maintenance and construction sites.
• Enforce OSHA standards and aid in the development of comprehensive training programs for maintenance personnel to reduce liability and improve skill sets including preventative maintenance schedules.
• Prepare capital allocation budgets and pro forma analysis along with tracking project budgets on various projects simultaneously.
• Navigate complex zoning regulations, environmental requirements, and safety compliance.
Leadership & Administration
• Manage, mentor, and train a large, multi-disciplinary team, including maintenance staff and project managers, when requested.
• Serve as a primary point of contact and manage high-level relationships with external contractors, developers, investors, architects, engineers, local government officials, and HUD representatives.
Capital Fund Grant Management
• Direct the planning, application, and administration of the HUD Capital Fund Program, including the development of the Annual and Five-Year Capital Plans.
• Oversee the obligation and expenditure of CFP funds to ensure 100% compliance with strict federal deadlines, procurement guidelines, and environmental review requirements.
• Identify and prioritize modernization needs, such as roof replacements, HVAC upgrades, and energy efficient initiatives.
Development & Modernization
• Lead redevelopment projects, including neighborhood revitalization, mixed-finance deals, and the rehabilitation of aging units to ensure projects are completed on schedule and within budget.
• Manage the procurement of architectural, engineering, and construction services, writing technical specifications for complex capital projects.
Executive Leadership
• Serve as the technical advisor to the Executive Director and Board of Commissioners on all matters related to community development, construction, and capital improvements.
• Provide strategic direction to optimize service delivery.
Key Qualifications:
A Bachelor's degree in Public Administration, Business, Real Estate Development, or a related field; Minimum of 8-10 years of progressively responsible experience in community development or housing management, with at least 4 years in a leadership or supervisory role. Familiarity and experience with multifamily funding streams and varied capital stacks, as well as experience with HUD and State inspections are ideal. A combination of experience and formal education may fulfill this requirement.
Preferred Certifications & Technical Credentials:
• LEED Accredited Professional (LEED AP): Preferred for overseeing energy-efficient building operations and sustainable redevelopment initiatives.
• Public Housing Manager (PHM): Essential for deep mastery of HUD-specific regulatory frameworks and occupancy requirements.
• Procurement Certification: Professional credentials such as Certified Public Procurement Officer (CPPO) or Certified Professional Public Buyer (CPPB) are highly desirable.
• Health & Safety: OSHA 30-Hour Construction Safety certification to ensure executive-level oversight of site safety protocols. (Willing to obtain within 1 year of employment if not currently certified)
Knowledge and Skills:
- Thorough understanding of HUD regulations, PHAS, and NSPIRE standards.

Supervision Controls:
The Chief Development and Construction Officer operates under the general direction of the Chief Executive Officer, who establishes overall goals, priorities, and policies. The CDCO exercises a high degree of independent judgement in planning, directing, and managing all aspects of development and modernization operations. Work is reviewed through analysis of program outcomes, achievement of established goals, compliance with HUD regulations, and overall effectiveness of departmental operations. The CDCO is responsible for developing and implementing procedures, resolving complex operational issues, and ensuring alignment with agency strategic objectives. Responsibilities include assigning work, evaluating performance, providing guidance, training, and taking corrective action as needed.
Guidelines:
Operates within established federal, state, and local regulations, including policies set forth by the U.S. Department of Housing and Urban Development (HUD), the Housing Authority of the City of Goldsboro's administrative plan, procurement policies, and applicable safety standards such as OSHA requirements. Guidelines include, but are not limited to, the HUD Capital Fund Program, National Standards for the Physical Inspection of Real Estate, and the Public Housing Assessment System. The CDCO must interpret and apply these guidelines to a variety of complex situations, adapting procedures as necessary to meet operational needs while ensuring compliance. Independent judgement is required in areas where guidelines may be broad or subject to interpretation.

Work performed by the CDCO is highly complex and involves the integration of multiple functional areas, including construction management, property maintenance, federal compliance, procurement, and financial planning. The role requires balancing competing priorities, making decisions with long-term organizational impact, and addressing issues that may not have clearly defined solutions.

The work performed by the CDCO has a significant impact on the overall effectiveness, safety, and sustainability of the agency's housing portfolio. Decisions made in this role affect:

The CDCO's leadership directly influences the agency's performance under HUD evaluation systems and long-term asset viability.
Personal Contacts:
Contacts are with a wide range of internal and external stakeholders including: coworkers, business firms, attorneys, architects, engineers, consultants, contractors, residents, public officials, and the general public; in order to coordinate development activities and regulatory compliance. Purpose of external contacts is to negotiate contracts, coordinate development and modernization projects, ensure regulatory compliance, resolve issues, and represent the Housing Authority in a professional manner. In some instances, contacts may express differences of opinion and the CDCO is called upon to gain cooperation through discussion and persuasion.
Physical Requirements:
- Site Inspections: Ability to navigate active construction sites and multi-story housing complexes. This includes walking on uneven terrain, climbing stairs, and utilizing ladders or scaffolding when necessary to inspect work quality.
- Environmental Exposure: Frequent travel between properties with exposure to various outdoor weather conditions, dust, noise, and fumes typical of maintenance and construction environments.
- Mobility: Sufficient physical agility to perform on-site "walk-throughs" for extended periods, which may involve bending, kneeling, or reaching to inspect mechanical systems (HVAC, plumbing, electrical).
- Stamina: Ability to maintain a high level of focus and activity during emergency situations or high-priority HUD inspections.
- Communication: Ability to clearly communicate complex technical information via phone, radio, and in person with staff, contractors, and residents.
Work Environment:
Work is performed in a combination of office and field environments. The position requires regular on-site visits to housing developments, construction sites, and administrative facilities. The work environments include:
- Office settings for administrative, planning, and reporting functions.
- Residential properties and common areas within housing developments.
- Active construction and renovation sites.
The position may require travel between multiple properties and project locations; as well as occasional after-hours availability to respond to emergencies or urgent operational needs. May occasionally be subjected to electrical shock hazards, dangerous heights, dangerous chemicals, fumes, dust, gases, and skin irritants. Appropriate safety precautions and personal protective equipment (PPE) must be used when required.
Other Requirements:
- Must possess a VALID State of North Carolina driver's license and must maintain a good driving record and have reliable transportation to visit various sites throughout the agency's portfolio.
- Must be available for occasional overnight travel for training.
- Must pass employment drug screening & pass criminal background check.
- May be required to work an unusual work schedule.
- May be required to work after office hours on the on-call work schedule.
- Must work with the highest degree of confidentiality.
