The Housing Authority of The City of Goldsboro (HACG) regularly has contract opportunities for contractors, vendors, and service providers.  The invitation for bids is most often done through a request for proposals (RFP).  These requests will be published on this website and will include a deadline for bid submittal.

The Housing Authority of the City of Goldsboro (HACG) is requesting written quotes/qualifications for 100% Quality Control Audits of files at the following locations:

  • Fairview Development, 1729 Edgerton Street, Goldsboro, NC,
  • Elmwood Development, 409 East Hinson Street, Goldsboro, NC
  • West Haven Development, 701 W Oak Street, Goldsboro, NC
  • Lincoln Development, 1009 Slaughter Street, Goldsboro, NC
  • HACG Occupancy Office, 1608 East Holly Street, Goldsboro, NC.

The scope of work is as follows:

The Consultant shall have experience in compliance services relating to HUD and other state and federal laws, regulations and policies for low income housing. The Consultant shall conduct 100% audit for 1225 Public Housing units, 298 Housing Choice Voucher Units, and Wait List.

  • On-site quality control audit
  • Covering the previous one (1) year
  • Certifications (move-in, annual, interim)
  • File Review for each file including but not limited to assets, income and deductions
  • Verifying accuracy
  • Recalculating assets, income and deductions
  • Checking and verifying that all forms are completed and accurate
  • Verifying data on the 50058/50059

The Contractor shall provide the following

  • Detailed tracking
  • Weekly reports of findings and recommendations for remediation

WEST HAVEN AND ELMWOOD BUILDING DEMOLITION PROJECTS

GOLDSBORO HOUSING AUTHORITY

GOLDSBORO, NORTH CAROLINA

Sealed proposals will be received by the GOLDSBORO HOUSING AUTHORITY for the WEST HAVEN AND ELMWOOD BUILDING DEMOLITION PROJECTS until 4:00 P.M., WEDNESDAY, DECEMBER 20, 2023, and immediately thereafter publicly opened and read for the furnishing of labor, material and equipment entering into the Project. Scope of work consists of, but is not limited to, the following:

  • Demolish and remove Nine (9) existing, multi-family, residential buildings. All other work in Project Manual, on Drawings and as required by codes.

A Pre-Bid Conference has been scheduled for 1:30 PM, WEDNESDAY, DECEMBER 6, 2023 at 1:30 PM. Meeting will be held at the Goldsboro Housing Authority office, 700 North Jefferson Avenue, Goldsboro, North Carolina. A Site Visit will follow.

Buildings have been vacant approximately 5 years creating concern for environmental hazards; Contractors who elect to enter the buildings release the Owner from liability.

· TUESDAY-THURSDAY, DECEMBER 12-14, 2023 from 10:00 AM - 3:00 PM

All contractors are hereby notified that they must have proper license under the State laws governing their respective trades, whether or not Federal Funding is involved.

Contractors will be responsible to ensure that economic opportunities, to the greatest extent feasible follow Section 3 Requirements 24 CFR Part 135.1 and Section 3 Clause 24 CFR Part 135.38.
