The purpose of the Resident Opportunities for Self-Sufficiency (ROSS) Service Program is to provide opportunities for families living in public housing to identify and work towards life goals and be connected to services in their community. These services will enable participating families to increase earned income, reduce or eliminate the need for welfare assistance, make progress toward achieving economic independence and housing self-sufficiency or, in the case of elderly or disabled residents, help improve living conditions and enable residents to age-in-place.

The Goldsboro Housing Authority will provide safe, quality, and affordable housing to low-income families, the elderly, and disabled individuals. As a leader in the public housing community, we encourage personal responsibility and upward mobility of residents in partnership with other community organizations while maintaining the fiscal and programmatic integrity of our agency.
